The EU’s Mobility Package 1 encompasses several pieces of legislation which the EU legislators, the European Parliament and the Council, negotiated and adopted as a package in August 2020. They cover key aspects of the road transport sector which have in common a strong social element, as follows: the posting of drivers outside of their home country, driving and rest time rules and tachographs, access to the profession, and market access. Most of the new rules apply both to passenger and goods transport, with the market access rules being specific to goods transport.
